G. Dougall’s area of jurisdiction is the United Counties of Leeds and Grenville which extends along the river from Cardinal to Gananoque, north along a line from Kemptville in the east to a point just past Westport in the west and all the land in between. The area has a population of over 90,000.

GD emphasized that the ice storm was a “hydro problem” all along and that his department was merely a follow-up organization which ensured that the main arteries and emergency routes were kept clear of debris.

It wasn’t until Monday January 12th that specific tasks were assigned to his department by the mayor’s office.

His department was instrumental in ensuring that generators were itemized upon receipt from other areas of the province and sent to the various fire stations for distribution.

Brockville had been “twinned” with the Waterloo region by the E.M.O... GD knew the P.U.C. manager personally and was able to get whatever he required within a relatively short period of time.

GD attended daily briefings and co-ordinated his efforts with those of the fire and police chiefs.
