Hydro did not communicate enough with the public, especially at the beginning of the ice storm emergency.
Information was difficult to get from Hydro. It was inconsistent and illogical at times.
The Hydro decision not to work with local people was a bad one.
In the future, Hydro will do more reconnaissance, more updating throughout the emergency and will communicate more with the public.
